Working on the road step 2.3 Role of the Safety Officer
This training is aimed at those who are responsible for the installation, modification and restoration of longitudinal protection devices at road works. The training is adapted to meet the Swedish Transport Administration's requirements according to TDOK 2018:0371 version 2.0 and TDOK 2012:86 version 5.0, which came into force on September 1, 2024.
Responsibility and Role of the Safety Officer (APV 2.3)
The Safety Officer is a road worker who is appointed by the employer to be responsible for the safety equipment at a workplace. The role involves ensuring that the installation, modification and recovery of protective equipment is carried out correctly and that it always functions to the intended safety standard.
At each fixed road works site, there shall be at least one person with this role, responsible for both the installation and the continuous functioning of all protective devices, including protection of vulnerable road users. During the installation, modification and recovery of energy absorbing protective devices (excluding vehicle-mounted and towed TMA), the Protective Device Manager shall always be present.
When active work is underway at fixed roadworks, the Safety Officer must be available, at least by telephone. At least one named person holding the role must be stated in the Traffic Arrangement Plan (TA plan), which is registered in FIFA or equivalent system at the Swedish Transport Administration.
To perform this role, the person must be able to communicate in Swedish and have practical experience of installing and using the safety devices in question. In addition, the person must meet the Swedish Transport Administration's established competence requirements for the Safety Device Manager.

The training provides you with the necessary knowledge to:

Understand and apply rules for longitudinal protection devices and crash attenuators.

Read and interpret relevant documentation, including CE marking and assembly instructions.

Managing transverse protection devices and protection of vulnerable road users.

Carry out daily supervision and self-inspection of protective devices.

Prepare for the Swedish Transport Administration's certification exam for APV 2.3.
Prior knowledge
You should have completed APV Step 1.1-1.3.

Are certification exams required at the Swedish Transport Administration?
For those who perform work where the Swedish Transport Administration is the client, there is a requirement for certification tests at the Swedish Transport Administration for step 2.1 and up
