APV Competence Marking Officer step 2.2 - Meet the Swedish Transport Administration's APV requirements

New competence requirements according to TDOK 2018:0372 version 2 for everyone working on or near roads in the Swedish Transport Administration's procured projects. These requirements aim to increase the safety of both road workers and road users through strict training and certification requirements.

In order to be certified as a Marking Officer according to APV Step 2.2, the person must have completed the training steps 1.1 1.2 1.3 1.4 2.2 and passed the certification test at the Swedish Transport Administration.

Course description

After the training, participants should have good knowledge and understanding of how to act to achieve a good working environment and road safety. The training is based on the Swedish Transport Administration's competence plan for step 2.2. This web-based course can be taken at your own pace when it suits you, which also means that you can pause, go back and redo parts of the course.

Key responsibilities of the Marking Officer:

1. Ensure proper signage: The signage manager must ensure that all traffic devices (signs, road markings, etc.) are correctly positioned and clearly visible to road users to maintain safety at the workplace.
2. Supervision and control: An important part of the role is to regularly monitor workplace signage and ensure that equipment is maintained and functioning properly during the course of the work.
3. TA-plan and FIFA-reporting: The person responsible for marking must be familiar with and be able to quality assure the TA-plan (Traffic Arrangement Plan) and be responsible for reporting in FIFA (the Swedish Transport Administration's system for degrees of influence) when required.
4. Risk analysis and work preparation: This person shall be able to establish and revise risk analysis and work preparation to minimize risks to both workers and road users. This includes knowledge of health and safety legislation and safety regulations
5. Presence and availability: In the case of permanent works, the person responsible for marking out must be physically present or available at the workplace and be able to respond if necessary. In the case of intermittent work, availability by telephone may be sufficient.
6. Certification requirements: The person responsible for marking must undergo certification according to APV Step 2.2, which ensures that the person has the necessary knowledge to manage all aspects of workplace marking.

Certified person in step 2.2 may:

• Installing, maintaining and recovering ground-mounted traffic and safety devices necessary to provide a good working environment, good safety and acceptable access for road users on all types of roads.
• Carrying out all the tasks involved in traffic management.

Personnel responsible for the following work must pass the Swedish Transport Administration's certification test:

• Performs the practical work of deploying, maintaining and recovering ground-mounted traffic and safety devices at a fixed work site.
• Performs the practical work of deploying, maintaining and recovering ground-based traffic and safety devices necessary for traffic management. For example, operating traffic signals.
• Ensure that vehicles carrying out mobile and intermittent work or work with intermittent marking are properly equipped for the work in question.
• Personnel who lead and instruct assistants with stage 1 competence with the practical handling of traffic and safety devices or those persons who carry out traffic routing, such as guards and pilot drivers.

Personnel with certification requirements shall have the following competences:

• Have an in-depth knowledge of the requirements set out in step 1.
• Be able to apply current statutory requirements (TrF, VMF, AML, VägL and so on).
• Be able to apply the Swedish Transport Administration's rules for traffic and safety devices and traffic routing.
• Understand the function and limitations of energy absorbing shields and be able to carry out installation in accordance with the shield installation instructions.
• Be able to communicate in Swedish.
• Be able to carry out daily supervision and self-inspection, and be able to document the inspection and control carried out.
• Be able to manage and instruct staff with stage 1 competences.
• Be able to apply the current work environment plan, work preparation, or drawing showing how to place traffic and safety devices.
• Be able to apply the deployment of traffic and safety devices to achieve a good working environment, good safety and acceptable accessibility for road users.

Are certification exams required at the Swedish Transport Administration?

For those who perform work where the Swedish Transport Administration is the client, there is a requirement for certification tests at the Swedish Transport Administration for step 2.1 and up

• You book your certification test in Road Work and Winter Road Maintenance in person via the Förarprov website.

• To have the result/invoice sent to you, you need to register an e-mail address. You do this under "My details".
