Role Employer representative, Lead & Manage

The employer representative of the main contractor who has overall responsibility for safety at the workplace and the person with whom the
contractual relationship with. And the employer's representative of any subcontractors who provide the person responsible for marking and/or protective equipment at the
workplace. It is this person who appoints the person responsible for signage and protective equipment at the workplace and who must ensure that these roles are given the right conditions to be able to perform their jobs.
At least one employer representative with this certification must be present at the main supplier in each contract procured by the Swedish Transport Administration.
Persons covered by this role must be able to communicate in Swedish and meet the following competence requirements:

APV Step 3.0 - APV competence Lead & Manage

•  Advanced basic competence in APV, Steps 1.1, 1.2, 1.3 and competence
  on watch and pilot requirements according to step 1.4.
• General knowledge of road works, bridges and tunnels
• Knowledge of procurement, contracts, planning and control
• Knowledge of work environment, risk and competence
• Knowledge of vehicles, vulnerable road users and traffic information
• General knowledge of traffic devices, purchase and operation
• General knowledge of protective devices, purchase and operation
• Knowledge of TA plans and drawings
• Knowledge of work preparation and risk analysis
  on practical adaptation and application of requirements

The certified person at step 3 shall have the following competences:

Be able to understand and apply applicable statutory requirements, General Provisions, the Swedish Transport Administration's rules for traffic and safety devices and the requirements set out in the relevant tender documents. In addition to in-depth basic knowledge according to step 1 and step 3, Road Safety Regulations and Road Tunnel Regulations must also be included when the procured object contains TEN-T road and tunnel.

• Be able to take into account and minimize, in the planning and design phase, the conflicts that may arise during the construction phase and future maintenance operations between the requirements of the working environment and the needs of road users.
• Be able to perform ongoing risk analysis.
• Be able to perform written work preparation, or be able to explain why written work preparation does not need to be performed, as required in the tender documents.
• Be able to produce, for certified personnel at stage 2, a drawing or sketch showing how the necessary traffic and safety devices are to be positioned in order to achieve a good working environment, as well as good safety and acceptable accessibility for road users.
• Understand the relationship between traffic disruption works and road users' needs for road safety and accessibility.
• Knowledge of the measures that planning and information can help to improve safety and accessibility for road users.
• Be able to manage the Swedish Transport Administration's web-based traffic information system.
• Be able to communicate in Swedish.

The certificate is valid for 4 years

• Role of the employer and protection organization in the site
• Design of the roadworks site
• Work environment planning

• Marking of work vehicles
• Procurement of traffic and safety devices
• Warning labels

Prerequisites for the APV 3.0 course are Steps 1.1, 1.2, 1.3, and 1.4, as well as the recommended Step 2.2
