The ladder of competence for Work on the Road
(This is included in all training packages as it is a basic requirement for anyone who will be on the road)
The course is mandatory from 2019 for all road users. In other words, this is all staff regardless of role/function. Everyone who performs work on the road that is procured by the Swedish Transport Administration must have a general basic competence APV 1.1.
Examples of jobs where the general basic skills are sufficient are jobs that are less affected by passing vehicle traffic, for example:
- Tunnelling works and associated works before the start of traffic.
- Bridge construction and related work before the start of traffic.
- Installation and maintenance of plant components, etc.
NOTE! IF YOU ARE CARRYING OUT ROADWORKS ON OR NEXT TO A ROAD WITH PASSING TRAFFIC, YOU MUST ATTEND THE COURSE
"BASIC TRAINING FOR ROAD WORKERS" (1.1 & 1.3)
Drivers of road maintenance vehicles, including vehicles used for planning and design purposes, and transport service providers shall, in addition to general basic competence, have competence for APV 1.2
An example of a driver of a road maintenance vehicle is one who:
- Plowing, salting and sanding
- Transporting soil, gravel and paving material
- Operating service vehicles and carrying out design work
- Performing intermittent arebants on low and normal class roads
- Traffic control, motorized equipment and tractors used in, for example, excavation or paving work.
Personnel who carry out roadworks or similar work, such as planning assignments, management work, on a roadway or associated inner slope (road slope) where passing vehicles are present, must have APV 1.3 in addition to general basic competence. Examples of roles and tasks that need to meet the competence requirements in all stages 1 (stages 1.1, 1.2 and 1.3):
- Paving staff
- Carrying out construction work, such as installing road barriers and laying kerbs.
- Carry out works in basic contracts.
- Co-worker of person with stage 2 requirements pilot, for example.
- Performs design and maintenance work. Watchman who also performs pilotage.
Drivers of road maintenance vehicles carrying out the following work must pass the Swedish Transport Administration's certification test:
- Anyone driving a road maintenance vehicle equipped with an energy absorbing protective device (TMA, mounted on or towed by vehicle).
- Anyone driving a road maintenance vehicle, where the vehicle is actively used for intermittent work on classified roads. The requirement applies even if the vehicle has no intermittent markings. The requirement does not apply to drivers of vehicles making temporary and short-term visits to the workplace, e.g. to deliver goods/materials or transport personnel.
Drivers of road maintenance vehicles with certification requirements shall have the following competences:
- Have an in-depth knowledge of the requirements set out in step 1.
- Know how to handle energy absorbing protective devices, their installation, mode of operation and how to use them.
- Know how to use device X5 Yellow light arrow or arrows.
The certificate is valid for 4 years.
Personnel responsible for the following work must pass the Swedish Transport Administration's certification test:
- Performs the practical work of deploying, maintaining and recovering ground-mounted traffic and safety devices at a fixed work site.
- Performs the practical work of deploying, maintaining and recovering ground-based traffic and safety devices necessary for traffic management. For example, operating traffic signals.
- Ensure that vehicles carrying out mobile and intermittent work or work with intermittent marking are properly equipped for the work in question.
- Personnel who lead and instruct assistants with stage 1 competence with the practical handling of traffic and safety devices or those persons who carry out traffic routing, such as guards and pilot drivers.
Competency and certification requirements for certain roles in construction management and design services (abbreviated as APV 3.0)
The competence requirement is aimed at both design and construction tasks. Personnel appointed by the contractor or consultant shall pass certification tests for the following tasks:
- Managing and leading teams of staff at stage 2, carrying out work preparations, etc.
- Addressing the needs of road users during design, construction and future maintenance.
- Performing site monitoring, construction management or delivery monitoring in the area of APV.
- Responsible for up-to-date traffic information.
The certified person at step 3 shall have the following competences:
Be able to understand and apply applicable statutory requirements, General Provisions, the Swedish Transport Administration's rules for traffic and safety devices and the requirements set out in the relevant tender documents. In addition to in-depth basic knowledge according to step 1 and step 3, Road Safety Regulations and Road Tunnel Regulations must also be included when the procured object contains TEN-T road and tunnel.
- Be able to take into account and minimize, in the planning and design phase, the conflicts that may arise during the construction phase and future maintenance operations between the requirements of the working environment and the needs of road users.
- Be able to perform ongoing risk analysis.
- Be able to perform written work preparation, or be able to explain why written work preparation does not need to be performed, as required in the tender documents.
- Be able to produce, for certified personnel at stage 2, a drawing or sketch showing how the necessary traffic and safety devices are to be positioned in order to achieve a good working environment, as well as good safety and acceptable accessibility for road users.
- Understand the relationship between traffic disruption works and road users' needs for road safety and accessibility.
- Knowledge of the measures that planning and information can help to improve safety and accessibility for road users.
- Be able to manage the Swedish Transport Administration's web-based traffic information system.
- Be able to communicate in Swedish.
The certificate is valid for 4 years
